A Resolution for Comprehensive Conservation Funding

Whereas, the Pennsylvania Constitution guarantees the people of the Commonwealth the right to clean air, pure water, and the preservation of the natural, scenic, historic, and aesthetic values of the environment.

Whereas, Pennsylvania is a state rich in special natural, scenic, and historic places which help to define who we are and which are valued and used by citizens and visitors of the Commonwealth.

Whereas, citizens, non-profit organizations, local and state governments, and industries throughout Pennsylvania have emerged as nationwide leaders in the holistic watershed approach to natural resource management.

Whereas, Pennsylvanians are embracing environmental management strategies that are built on partnerships, recognizing the interconnected relationships among urban, suburban, and rural natural resources and populations and between problems and solutions.

Whereas, Growing Greener has had significant successes, including watershed-based assessment, planning, and restoration; abandoned mine land remediation; reduction of nutrient and sediment loading to waterways; wetland, riparian, and other habitat protection; enhancement of community infrastructure; and farmland preservation.

Whereas, the demand for Growing Greener funds has far exceeded available resources, deserving projects remain unfunded, and the Growing Greener program will expire on June 30, 2004, at the end of fiscal year 2003-2004.

Whereas, Pennsylvania needs comprehensive, permanent funding for water, land, and wildlife conservation to promote responsible natural resource management; enhance urban, suburban, and rural environmental quality; support healthy fish and wildlife populations; improve public health; build sustainable economies and strong, attractive communities; protect fertile farmland and important open spaces; and create and maintain adequate recreational opportunities and accompanying infrastructure.

Resolved, that the undersigned citizen and/or organization of the Commonwealth of Pennsylvania supports the establishment of a permanent state funding stream for programs in the spirit of Growing Greener to protect, enhance, and restore Pennsylvania's natural resources and communities without jeopardizing successful existing environmental programs.
