Upper Milford Township is considering a proposal by Cloud Nine Pet Resort to build a 150-run boarding kennel, dog-training center, and 50-lot parking lot that would create about 1 acre of concrete and blacktop in an area prone to run off problems. The property is steeply sloped and mostly wetland. The proposal more the doubles the allowable limit of development on the parcel. The kennel is uphill from Pheasant Hill Farm, a family-run certified organic farm owned by George and Melanie DeVault, who are both Sierra club members. It’s also uphill from the Leibert Creek. The developer would have to obtain a National Pollutant Discharge Elimination System (NPDES) permit from DEP (Department of Environmental Protection) and approval from the Lehigh County Conservation District (LCCD).
