For his first major environmental proposal of his second term,
Governor Ed Rendell has launched his "Energy Independence"
initiative.
The goal is to reduce energy use and reliance on oil as a fuel.
Part of the Independence initiative is a proposed $100 rebate for
retiring old, energy-guzzling air conditioners and refrigerators,
replacing them with Energy Star-rated new appliances.
Another exciting proposal would have the state pay for up to half
the cost of installation of solar electric-generating panels (photo-voltaics).
The Governor's initiative would also help to fund the development
of alternative fuels infrastructure, and require that gasoline have
10% ethanol and diesel 15% biodiesel in 10 years (2017). This would
be the equivalent of what per centage of these fuels sold in PA
is currently imported from overseas.
The Energy Independence initiative would be funded by a "systems
benefit surcharge" on electric bills. The surcharge is estimated
to be less than $10 per year per residential electric bill.
This proposal is part of the larger 2007 - 2008 proposed PA budget,
which needs to be adopted by the end of June.
